Samordningsnummer vs. personnummer: what's the difference?

When you're preparing to move to Sweden, sooner or later you'll stumble across two terms: the personnummer and the samordningsnummer. Both have the same structure. Both are issued by Skatteverket. And yet there's a huge difference between them, one that decides what you can and can't do in Sweden.
I moved from Berlin to Gothenburg in 2022. What nobody explained to me clearly at the time: the samordningsnummer is not a provisional personnummer. It's something else, with different requirements, different rights and different limits. If you mix the two up, you lose weeks and sometimes months.
What is the personnummer?
The Swedish personnummer (personal identity number) is the backbone of your identity in Sweden. It consists of your date of birth plus a four-digit suffix:
Format: ÅÅMMDD-XXXX (e.g. 880512-1234). In forms and registers it's usually written with the century, so twelve digits: 19880512-1234.
You get a personnummer when you settle in Sweden permanently, which means: you live here, you're registered here, and you intend to stay for at least a year. In practice: you go to Skatteverket in person, apply for folkbokföring (population registration), and a few weeks later you receive your personnummer.
What you need for it:
- A home in Sweden (rental contract, proof of ownership, or confirmation from your landlord)
- If you're an EU citizen: proof of that and of your right of free movement (a national ID card is enough)
- Proof that you'll stay for at least a year: an employment contract, a study admission or proof of sufficient means of your own. Skatteverket doesn't name a fixed minimum amount; what's required is proof that you can support yourself for at least a year, plus a heltäckande sjukförsäkring (comprehensive health insurance)
The personnummer opens the really important doors: setting up BankID, paying tax, registering with Försäkringskassan, attending SFI (Swedish for immigrants), passing credit checks, getting a mobile phone contract, and much more.
What is the samordningsnummer?
The samordningsnummer (coordination number) has the same ten-digit structure as the personnummer, with one small but essential difference: the day part of the date of birth is increased by 60.
Example: if you were born on 12 May 1988, your samordningsnummer would be 19880572-XXXX (12 + 60 = 72).
The samordningsnummer is for people who don't live in Sweden permanently but still need a Swedish identifier for a specific purpose, for example to buy property, because of a tax liability or for a short-term employment contract.
When a samordningsnummer is issued:
- You buy property in Sweden without being registered here
- You have an employment contract of less than a year
- You receive payments from Sweden (dividends, rental income) without living here
- You're registered for tax in Sweden for some other reason without being a resident
The classic route: the body that needs the number applies for it. The mäklare (estate agent) when you buy a house, the employer for a fixed-term contract, Skatteverket for a tax liability. But since the 2023 reform, you can also apply for it yourself if you're staying in Sweden for less than a year: via the e-service on skatteverket.se, followed by an appointment at a servicekontor where your identity is checked in person.
The key difference at a glance
| Feature | Personnummer | Samordningsnummer |
|---|---|---|
| Format | YYYYMMDD-XXXX | YYYYMM(DD+60)-XXXX |
| Requirement | Permanent residence (≥1 year) | No residence needed |
| Who applies | You, at Skatteverket | The requesting body, or you yourself (since 2023) |
| BankID possible | ✅ Yes | ❌ Usually not |
| Folkbokföring (population registration) | ✅ Yes | ❌ No |
| For the tax return | ✅ Yes | ✅ Yes (limited) |
| Housing queues (Boplats, etc.) | ✅ Yes | ❌ No |
| Försäkringskassan entitlements | ✅ Yes | ❌ No |
| For a Swedish bank account | ✅ Much easier | ⚠️ Limited (SEB, Handelsbanken possible) |
| SFI language course | ✅ Yes | ❌ No |
The most common mistake: treating a samordningsnummer like a personnummer
It happens regularly: someone moves to Gothenburg, gets a samordningsnummer through their employer, and assumes that the bureaucracy is done.
That's wrong. A samordningsnummer doesn't entitle you to folkbokföring. Without folkbokföring:
- No BankID
- No entry in the population register
- No access to Boplats or other municipal housing queues
- No full cover from Försäkringskassan
- More friction when signing contracts with banks, insurers and doctors
The samordningsnummer is no substitute for the personnummer. It's a transitional identifier for a specific purpose, and nothing more.
What does this mean in practice for your move to Sweden?
If you're moving to Sweden permanently (and permanently means you intend to stay at least a year), you need the personnummer.
For that, you go in person to a servicekontor. Since 2019 these have been run by Statens servicecenter, no longer by Skatteverket itself. In Gothenburg there are several locations, including Nordstan and Järntorget. You can check on statenssc.se which offices are currently open and whether you need an appointment; opening hours and locations have changed several times in recent years, so check beforehand. You need:
- Notification of your move to Sweden: easiest via the "Flytta till Sverige" service on skatteverket.se, or alternatively on paper at the office
- National ID card or passport: as an EU citizen, a national ID card is enough
- Proof of your intention to stay: the easiest is a Swedish employment contract for at least a year. Alternatively: proof of study or proof of your own funds
- Proof of address: rental contract, proof of ownership or written confirmation from your landlord that you may register at the address
If you're not an EU citizen, the requirements for your situation may differ, so check Skatteverket's information for your case.
Processing time: Skatteverket doesn't give a fixed processing time, and the workload varies a lot. Realistically you should plan for several weeks, up to two months. In the cases I've helped with, three to eight weeks was normal, occasionally longer. Build in this buffer before you sign contracts that require BankID.
Special case: buying property before you move
If you want to buy property in Sweden before you officially live here, there's no way around the samordningsnummer. The mäklare applies for it automatically at Skatteverket as soon as the purchase contract (köpekontrakt) is signed.
The samordningsnummer then makes it possible to:
- transfer ownership (lagfart) at Lantmäteriet
- pay the property transfer tax (stämpelskatt)
- take out home or house insurance (villaförsäkring) for the property
But as soon as you move in and settle officially in Sweden, you should switch to a personnummer as quickly as possible. And something else that surprises many people: a samordningsnummer is not valid indefinitely. If it isn't used, Skatteverket automatically marks it as vilande (dormant) after five years. If you need it again after that, you have to apply for renewal, including a new in-person identity check.
Practical timing: what the roadmap looks like
This is the process I went through myself in 2022 and the one I recommend to my clients today:
Before the move: Secure an employment contract or prepare proof of self-employment. Sign a rental contract and make sure the landlord allows you to register at the address (not all of them do, so ask beforehand). Check whether your servicekontor gives out appointments or works on a drop-in basis (statenssc.se); where appointments are needed, waiting times can be several weeks.
First weeks after arrival: Go to your Skatteverket appointment and apply for folkbokföring. Then wait. Once you have the personnummer, open a bank account, activate BankID and sign other contracts.
In the meantime: You can pay with the cards and SEPA transfers from your home country (if you're coming from within the SEPA area). Wise is a sensible stopgap for transfers in SEK. Some doctors, gyms and landlords will accept Skatteverket's confirmation of your application as provisional proof for the time being.
Conclusion: get your personnummer as early as possible
The samordningsnummer isn't a bad document, but it doesn't solve the same problems. If you want to live in Sweden permanently, there's no way around folkbokföring and the personnummer.
If you're planning your move right now: make the Skatteverket appointment your first task after arrival. The waiting time works against you as long as you don't have a number. The sooner you start, the sooner you'll have BankID, a bank account and full access to everyday life in Sweden.
